CHILD SUPPORT FIRST SERVICES
What is Child Support First (CSF)?
Child Support First is the Intake component at the local DSS offices where early intervention in obtaining resources for the families applying for TCA (Temporary Cash Assistance). DSS requires all TCA applicants to apply for child support services as a condition of eligibility in order to receive TCA benefits.
At the point of application for services, the Child Support First specialist conducts the Intake interview and initiates the traditional child support procedures in order to establish paternity and/or support as well as enforce a pre-existing child support court order.
Where is CSF for Baltimore City located?
There are eight offices in Baltimore City were child support has a presence. Your local Child Support First Office is located in each of the following Baltimore City DSS Family Investment Centers:

- who have been turned down from jobs because of legal and credit problems
If you answered yes, then we are here to help you.
The HUHY program is a program administered by the Baltimore City office of Child Support. The purpose of HUHY is to assist non-custodial parents in overcoming barriers to employment so that they can meet their child support obligations.
We along with our community partners offer the following services.
- Assist with finding Employment
- Resume writing
- Skill and ability assessment
- How to market yourself during a job interview
- Obtaining a G.E.D. or high school diploma
- Finding housing
- Free individual and family counseling services
- Obtaining health care insurance
- Receiving free heath care
- Assist in registering for the Federal bonding program
RE-ENTRY PROGRAM
Are you a Non Custodial Parent?
- formally incarcerated
- unable to find employment
- needing assistance with your child support case
- not able to find housing because of your criminal record
If you answered yes, then we are here to help you.
Our office in collaboration with Northeast Re-Entry Center has been providing assistance to our non-custodial parents with their transition from incarceration to the work force. Because of the unique challenges posed by this group the collaboration was not just one of formality but necessity. Through our partnership with Northwest re-entry center we have been able to identify the unique barriers facing this population.
